Public auto insurance

Publics auto insurance is a government owned and operated system of automobile insurance operated in the Canadian provinces of British Columbia, Saskatchewan, Manitoba and Quebec. According to studies by the Consumers' Association of Canada, rates charged for auto insurance in these four provinces are lower than in provinces that use a private auto insurance system.[1] In Quebec public auto insurance is limited to coverage of personal injuries while damage to property is covered by private insurers.[2] Saskatchewan has the oldest public auto insurance system with Saskatchewan Government Insurance being founded in 1945. Manitoba Public Insurance was created in 1971 followed by the Insurance Corporation of British Columbia in 1973 and the Société de l'assurance automobile du Québec in 1977.

Other provinces have considered introducing a public auto insurance system. The Ontario New Democratic Party won the 1990 provincial election on a platform that included public auto insurance. After assuming office, Premier Bob Rae appointed Peter Kormos, one of the most vocal proponents of public insurance, as the minister responsible for bringing forward the policy.[3] With the onset of the recession, however, both business and labour groups expressed concern about layoffs and lost revenues.[4] The government rejected the policy in 1991.

Public auto insurance has also been considered in New Brunswick after private insurance rates nearly doubled from 2003 to 2005, but was ultimately rejected by the provincial government.[5] It was also an issue in Nova Scotia during its 2003 provincial election and remains in the platform of the official opposition, the Nova Scotia New Democratic Party.[6] It was also under consideration by the Newfoundland and Labrador Progressive Conservative government of Danny Williams in 2004 as a "last resort" when private insurance firms threatened to pull out of the province in response to legislation rolling back premiums.[7]

Patented risk selection systems

New risk selection methods may be patentable to a greater or lesser degree depending upon the patent laws of various countries. These patents are generally described as business method patents. The United States is fairly liberal in granting business method patents. Europe is fairly conservative.

Different forms of telematic auto insurance, for example, were independently invented and patented [6]by a major U.S. auto insurance company, Progressive Auto Insurance us patent 5797134 and a Spanish independent inventor, Salvador Minguijon Perez EU patent 700009. The Progressive patents cover the use of a cell phone and GPS to track movements of a car. The Perez patent covers monitoring the car's engine control computer to determine distance driven, speed, time of day, braking force, etc. Ironically, Progressive is developing the Perez technology in the US and Norwich Union is developing the Progressive technology for Europe under a license from Progressive. Progressive does not have to get a license to the Perez patent since it was never filed in the US.

Usage Based Insurance

Conventional rating systems are primarily based on past realized losses and the past record of other drivers with similar characteristics. More recently, electronic systems have been introduced whereby the actual driving performance of a given driver is monitored and communicated directly to the insurance company. The insurance company then assigns the driver to a risk class based on the monitored driving behavior. An individual, therefore, can be put into different risk classes from month to month depending upon how they drive. For example, a driver who drives long distance at high speed in one month might be placed into a high risk class for that month and pay a large premium. If the same driver drives for short distances at low speed the next month, however, then he or she might be placed into a lower risk class and charged a lower premium.

Norwich Union offered a type of telematic auto insurance in the United Kingdom, discontinued in 2008, called Pay as You Drive. This system employed a combination global positioning system (GPS) and cell phone in a car to monitor driving performance and communicate risk factors to the insurance company. Drivers were offered a discount if they exhibited safe driving as Norwich defined it. Trials conducted by Norwich Union in 2005 found that young drivers (18 to 23 year olds) signing up for telematic auto insurance had a 20% lower accident rate than average. [5]

In the United States, Progressive Corporation has an auto insurance program called MyRate. The program gives drivers a customized insurance rate based on how, how much, and when their car is driven. MyRate is currently available in Alabama, Kentucky, Louisiana, Michigan, Minnesota, Maryland, New Jersey and Oregon. Driving data is transmitted to the company using an on-board device. The device connects to a car's OnBoard Diagnostic (OBD-II) port (all automobiles built after 1996 have an OBD-II.) and transmits speed, time of day and number of miles the car is driven. There is no GPS in the MyRate device, so no location information is collected. Cars that are driven less often, in less risky ways and at less risky times of day can receive large discounts. Progressive has received patents on its methods and systems of implementing usage-based insurance and has licensed these methods and systems to other companies. Progressive has service marks pending on the terms Pay As You Drive and Pay How You Drive.

Other insurance companies are offering telematic auto insurance products in Germany, South Africa, and Japan.

history of insurance

Conventional methods [4] for determining costs of motor vehicle insurance involve gathering relevant historical data from a personal interview with, or a written application completed by, the applicant for the insurance and by referencing the applicant's public motor vehicle driving record that is maintained by a governmental agency, such as a Bureau of Motor Vehicles. Such data results in a classification of the applicant to a broad actuarial class for which insurance rates are assigned based upon the empirical experience of the insurer. Many factors are deemed relevant to such classification in a particular actuarial class or risk level, such as age, sex, marital status, location of residence and driving record.

The current system of insurance creates groupings of vehicles and drivers (actuarial classes) based on the following types of classifications.

  • Vehicle: Age; manufacturer, model; and value.
  • Driver: Age; sex; marital status; driving record (based on government reports), violations (citations); at fault accidents; and place of residence.
  • Coverage: Types of losses covered, liability, uninsured or underinsured motorist, comprehensive, and collision; liability limits; and deductibles.

The classifications, such as age, are further broken into actuarial classes, such as 21 to 24 year olds, to develop a unique vehicle insurance cost based on the specific combination of attributes for a particular risk. For example, the following information would produce a unique vehicle insurance cost:

  • Vehicle: Age - 7 years old; manufacturer, model - Ford, Explorer XLT; value $ 18,000
  • Driver: Age - 38 years old; gender - male; marital status - single; driving record (based on government reports) violations - 1 point (speeding); at fault accidents - 3 points (one at fault accident); place of residence 33619 (zip code)
  • Coverage: Types of losses covered; liability - yes; uninsured or underinsured - no; motorist comprehensive - yes; collision - yes; liability limits - $100,000/$300,000/$50,000; deductibles - $500/$500.

A change to any of this information might result in a different premium being charged if the change resulted in a different actuarial class or risk level for that variable. For instance, a change in the drivers' age from 38 to 39 may not result in a different actuarial class because 38 and 39 year old people may be in the same actuarial class. However, a change in driver age from 38 to 45 may result in a different premium because the records of the insurer indicate a difference in risk associated with those ages and, therefore, the age difference results in a change in actuarial class or assigned risk level.

Current insurance rating systems also provide discounts and surcharges for some types of use of the vehicle, equipment on the vehicle and type of driver. Common surcharges and discounts include:

  • Surcharges: Business use.
  • Discounts: Safety equipment on the vehicle airbags, and antilock brakes; theft control devices passive systems (e.g. The Club), and alarm system; and driver type - good student, and safe driver (accident free); group - senior drivers fleet drivers .

Auto insurance

Auto insurance risk selection is the process by which vehicle insurers determine whether or not to insure an individual and what insurance premium to charge. Depending on the jurisdiction, the insurance premium can be either mandated by the government or determined by the insurance company in accordance to a framework of regulations set by the government. Often, the insurer will have more freedom to set the price on physical damage coverages than on mandatory liability coverages.

When the premium is not mandated by the government, it is usually derived from the calculations of an actuary based on statistical data. The premium can vary depending on many factors that are believed to have an impact on the expected cost of future claims.[1] Those factors can include the car characteristics, the coverage selected (deductible, limit, covered perils), the profile of the driver (age, gender, driving history) and the usage of the car (commute to work or not, predicted annual distance driven.

However, if you do die within the term and the life insurance is in force, your beneficiaries will receive the face amount or the value of the life insurance. Term life insurance is generally cheap because it does not have a saving feature unlike that of whole life insurance.

Cheaper Life Quotes and Term Life Insurance Quote

Life insurance is an important item in our life. It is not like any other commodity that can be replaced or exchanged. This means that before you settle for life insurance products, you must think about it first and evaluate the pros and cons. For the average earner and the practical buyer, the amount to be paid and the coverage needed are highly considered. That’s why they evaluate the coverage and price together when they look for life quotes. They do not just look at the price nor do they look at the benefits. The practical buyers see to it that they get the needed coverage for their own needs and that of their dependents, at the same time evaluate if there is a life insurance product that can satisfy the budget for the need.

Reason Why Term Life Is Cheaper

So far, the most practical life insurance product and one that meets the budget of an average earner is the term life insurance. This is the product that most practical buyers get for their life insurance. This is because the term life insurance quote shows that it has cheaper premiums than other life insurance products plus it covers life insurance for the dependents. You can simply look for term life with higher face value if you can afford further.

When you look at the term life insurance quote and compare it with the whole life insurance, another common life insurance product, you will notice a significant difference with whole life being substantially expensive than the term life. This is because the term life insurance is purely life coverage. You pay for a certain term. After the term ends, the insurance will cease to be in force. The whole life insurance is expensive because it is not just life insurance. It is investment at the same time. Every time you pay the high premium, you are actually accumulating cash at the same time. This means that there is a saving component of the whole life insurance, which you can utilize even when you are still alive.

What to Look In Term Life Insurance Quotes

Getting life quotes is made easy these days. This is because you just have to request it from online life quotes companies such as Best Insurance Quotes & Service LLC. However you should be wary of the things that are in the term life insurance quote that you request from such online company. The things that you need to look are:

  • The Face Value – This is the amount of the term life insurance that your beneficiaries will get upon death. The higher the face value, the higher will be the premium. You need to determine how much life insurance coverage you need so that when you request for term life insurance quote, you will know subsequently how much premium you’ll be waiting.

  • The Term – Usually, the longer the term, the lesser your premium will be on an annual basis. If you opt for five years to pay, the premium in the term life insurance quote will be higher than the premium for the 20-year term.

  • Health Condition and Age – These are two important determinants of the life quotes. That is why if you notice, when you request for life quotes, your health background will somehow be tackled because it will determine the amount. If you are unhealthy, smoking, or older, you usually have higher premiums than those that are healthy, non-smoking, and younger.

Once you are familiar with these things, you will be able to settle what face value you want, with your health and age condition so that you can compare life quotes available and choose the cheapest.

Getting the Lowest Life Insurance Quotes

Life insurance is an interesting product. It can be looked at as a commodity and also have similarities to an investment vehicle.

Term life insurance is most similar to the commodity concept. You can shop for it like you would for a can of beans or a car. It used to be harder because you had to go to various agents or brokers and hope they’d find you the lowest prices.

Now you can go to an online service such as lifeinsure.com and access the database directly and even anonymously and get online life insurance quotes. Instead of making a bunch of calls or seeing people in person you type in your birth date, a few other questions including how long you’d like the term life insurance to last (10, 15, 20 or 30 years) and then voila, you get to see the whole range of quotes from the life insurance database in order of price. If you looked at 20 year term and want now to see 30 year term, you just go back and recalculate. All this in about 30 seconds instead of hours of calls or visits – the power of the net!

If you see something you like, click the button to apply and you’re off to the races.

Shopping for permanent life insurance such as universal life or whole life is a little more complex. These policies last for a lifetime and thus are more valuable, requiring premiums that reflect that lifetime value. These require the assistance of an expert. They are usually put together in consultation with an agent or broker. The web can be of assistance here as well for these kinds of life insurance quotes. You can get educated and read up on how these plans work. Also, use an agent or broker who serves more than one or a few companies. A comprehensive online insurance agency such as lifeinsure.com has advisors who are not only experts on term life insurance but on all the types of permanent life insurance including whole life, universal life and the special type of permanent life insurance, survivorship life insurance, that is used for estate planning and special needs children situations.

Insurance Companies - How to Compare Insurance Companies Online & Find the Best Rate

In the world of insurance, knowledge is power. If you understand how insurance plans and policies work, you can negotiate and get the best deal possible. On the other hand, if you are not aware of how the insurance industry works, chances are high that your hard earned money will be utilized by others to earn more profits.

Comparing different insurance companies does not mean you focus on the rate alone. There are various other factors to be considered. Let us take the example of auto insurance. Each and every State has mandated a fixed level of coverage as the minimum auto insurance cover that every individual must possess. If your insurance company does not bother to inform you that the state mandated limit is too low and may lead to a big hole in your pocket, then you are probably dealing with an inferior insurance company. On the other hand if you are told that your decision may prove costly in the long run, you are dealing with an insurer who treats your money as his own.

It is important to win the war before they even start the battle. If you make use of online insurance quotes, you can determine the cost of various insurance policies at different levels of coverage. Once this information is your hands, you can bargain from a position of strength. You can question the policies followed by insurance companies and can argue why you should be treated differently.

You can show your willingness to opt for a combined insurance cover consisting of home, auto, life insurance etc. This will help reduce the premium rates. You can analyze the response of different insurers and choose the one that suits your best.

The insurance rate is the most important factor to be considered when comparing insurance companies. It is the most basic parameter that witnesses a lot of confusion as well as a lot of competition. Online quotes help you compare rates as well as the quality of service provided by insurance companies. Quick comparison of the costs of insurance enables you to take decisions very quickly.
